W2K NAT drops TCP connection requests

I have spent countless hours to get my W2K NAT to work properly (with no luck
so far). The sympton is that when I browse websites (in IE) with lost of
pictures most of the pictures won't be downloaded. I am having a private
network behind a W2K NAT box that has both a public address and a private
address.

The W2K NAT is not broken, i.e. it works most of the time, but it never
worked perfectly. Bringing up the RAS MMC snap-in and click on the "Network
Address Translation (NAT)" tab, it shows at the right side that about 1/5 to
1/2 of outbound packets rejected. The percentage varies.

Analyzing the network traffic, it is shown that when there are multiple
pictures in a web page, the IE normally starts a bunch of simutaneous TCP
connections through the NAT box with the web servers. It is found that is
most or all of the simutaneous TCP connection requests got NO response. It
seems to me that the NAT box dropped the TCP connection requests. Issueing
requests for any of the individual image file in IE will work as expected.

So it seems that the W2K NAT box drops TCP connection requests when TCP
connection request rate is too high. But I do not know for sure since I do
not have the debugging tools to look inside.

I searched trough the Microsoft support site with no luck. Google does not
seem to offer any insight either.

This might be my last hope before I am forced to a Linux or other kind of
boxes. Any help is greatly appreciated!

Windows 2000 NAT actually works fine, despite some issues (I will not
discuss them on Microsoft newsgroup).Can you tell me if this problem
with every website or only with that one?

Also, of your server experiences lack of resources this also can be an
issue.

Thanks for your answer. The problem has been with most websites (if not
every). Also, the CPU consumption at the NAT box has always been staying at
only a couple of percent. The memory consumption is low too. Any insights
would be appreciated.
