W/N Restart

Can't figure this one out....When I go to
START/SHUTDOWN/RESTART my computer won't restart or shut
down completely.....it goes to a blank screen with the
cursor in the upper left corner. The only way to restart
is the reset switch on the front of the case.

Start it in Safe Mode in a Command Prompt.
"Type" CHDSK /V (enter) (shouldn't take long)
"Type" SFC /SCANNOW (won't take long)

After that shutdown all the way.
Restart and try to use Restart.
