Vuescan Tiff Size Reduction Change Specified Printed DPI

Sorry, but I must be tired or something. Can someone explain to me why, when
I do a TIFF reduction of 2, my printed DPI gets changed from 360 (my choice,
Epson 700 printer) to 180 DPI when I pull up the photo in my editor
(Elements)? Thx.
