Is there a way to create a Virtual Private Connection on XP from a .NET
windows application?

Most of the RAS components will let you do this. www.componentscience.net
has ElementsEx for free, or their TransPort for a few 100$. There are also
a bunch of RAS wrappers on gotdotnet and the other component repositories.
