VPN will not work if the local NIC of the client is in the same IP subnet
as the remote LAN. If the ISA server is on a LAN using say 192.168.1.0/24
and the client is on a LAN using 192.168.1.0/24 , no traffic will ever go
across the VPN link.

When the client has a packet for a 192.168.1.x address, it will try to
deliver it on the local network by direct delivery. It will not be sent to
the VPN interface. Similarly, if a machine on the ISA server's LAN has a
packet for a 192.168.1.x address, it will try to deliver it on the local
LAN - it will not send it to the ISA server for delivery across the VPN.
