VPN server only accepts one connection

Greetings.

Have 2 VPN servers at 2 different location. They both have
a persistent demand-dial VPN connection with the other
location and this works fine.

When I try to setup a VPN connection from a remote station
to location A, it works fine. IF I try the same to
location B, I get "verifying username and password" for
awhile, then an "error 721- computer did not respond".

No errors in the event viewer.

What gives? Any observations welcome.
