VPN not an option when setting up new connection

I have a user that has Windows XP installed and she is on
the administrator account. When she tried to create a new
VPN connection its actually grayed out. It is not an
option. She has an always-on connection to the internet
and is able to surf the web just fine. Anyone know why the
VPN option would be grayed out? Thanks for any help you
can give.
