VPN external access error on new hardware

My old VPN win2003 server connects both internally and externally.

I have set up on new hardware absolutely identically (same IP's, policies
etc) and now it only connects internally. all DNS entries for IP's have
updated, have not got any firewall, have formatted server twice. External
clients just hang with Error 800. Outside network- Telnet 'IP' 1723 -
connection failed.

Plug the old server back in and all is fine again....can anyone help please?

If you setup exact the same as before, I would re-set the router.
