VPN client problem

Hello,

One of my VPN clients has a problem: when he starts Make New Connection
Wizard, just two option are avaliable in Network Connection Type window:
Dial-up to Internet and Accept incoming connection. All others options,
including Connect to private network... (VPN) are disable for some reason.
What's the reason for this situation and how can I resolve this problem?
Client configuration: Windows 2000 Pro (very fresh) -> Linksys router ->
Cable Internet.
