Voting button with an attachment

I am forwarding a document to two people, the second will be the one which
votes. I need the original attachment included so basically need the email to
forward with the attachment and the voting buttons still available. Any
options?

To clarify, when the voting response is sent, i need the attachment included
in what is sent. Any ideas?

No, that is not possible.
Care to clarify what exactly you are trying to achieve with this? There
might be better ways to deal with this.

Email - employee attaches form and mails the form to supervisor, supervisor
votes (approves the form) and sends it to our girl that enters it into our
payroll system. The end result is the initial form which is emailed needs to
remain attached after the supervisor votes on it. Any ideas?

So pressing the Yes button should forward the message to the HR department
and pressing No should reply it back to sender?

Vote buttons are not designed for this. You can use custom forms for this
though to automate it.
Another way to go would be to use InfoPath or the Workflow capabilities from
either SharePoint or Windows Workflow Foundation.
