Volume Licensing

I'm doing consulting work for a company and need to buy 30 Windows XP
Pro SP2 English licences.

I have found that the Open License VLK from MS is an upgrade only. Is
this true?

Any suggestion on this would be appreciated.

Yes, it only covers upgrades
"Volume Licensing agreements cover only Windows client upgrade licenses, not
the full Windows client operating system. Customers must have a qualifying
underlying operating system license before Volume License software can be
installed."
