Volume icon in task bar

I have checked the box, place volume control in task bar, in sounds and audio
devices, and in taskbar and start menu properties, always show volume control.
Every time I restart computer the volume control is never in the task bar,
what else should I be doing?

Do you have "Hide Inactive Icons" enabled for the taskbar? To find out right-click on the taskbar and select
properties.

By that, you mean the System Tray aka Notification Area next to clock. To
display it:
-Right click in clock or on << to left of displayed items
-select "Customize Notifications..." in menu that gets
-In dialog box, click on the volume control icon to highlight it
-To right is its status; to make it visible, click on upside-down triangle
-click on "always show"

It should now appear. If not, re-post and others may have ideas.
