Volume Control Beep?

Recently, whenever i change the volume using volume control on one user account, i get an annoying error beep instead of the normal sound. I saw one question similar to this one, and one person recomended changing the "default beep" under Control
Panel|SOUNDS & AUDIO DEVICES|SOUNDS tab. However, my computer does not have the program event "default beep". How do you change the beep into another sound? Any help would be greatly appreciated.
