Volume and Sound

I am having problems with sound on my computer.

When a sound is supposed to play, whether it be a system sound or from a
music player, I can hear it very quietly and very crackly. All I hear is a
very quiet crackling noise that vaugely resembles the music/sound I'm trying
to play whether through headphones or through the speakers.

I have gone through all the procedures: made sure my sound card was enabled,
made sure the proper drivers were installed, all volumes are set at max. Can
anyone help me?

I also am having a problem. My volume was much higher, but lately (the past
2 days) it is ridiculously low. When I use Music Match to play songs, I try
to increase the volume but it quickly becomes lower than it was before.
What's the problem?
