Voice accessable ledgen on desktop

I got this accessible voice narrator ledgen that I can't seem to get rid of that talks to me, every time I turn my PC on I'm not in need of this program, can you help me get it my desk top, unless I ask for it?!!

If you are referring to the narrator that comes with windows, then
hold down the "Window" key and hit the "u" key. This will open the
utility manager, you can disable it there.
