I am giving my old computer to my cousin who is visually impaired. I wonder
if anyone has any expertise with various software programs which enhance the
text by magnification and/or voice? I have just learned that XP [the
computer she is getting has XP Pro w/SP2 on it] has some features for
magnification of the screen. She has not used a computer since retiring with
medical disability several years ago. She does have some familiarity with
computers and both her grown sons are computer users. I do not live near her
and and I don't want to send her something that will be a problem. The
computer, though older, is working well; I replaced it because the hard drive
was too small. It has 312MB RAM with a 9GB hard drive. Any thoughts or
advice are most appreciated

Yes. Microsoft Windows XP had a 'magnifier' utility and it has a 'voice'
utility [which on-screen text out loud].

But you might also consult your country's organizations that support the
visually impaired e.g. if you are Canadian, contact the Canadian National
Institute for the Blind [CNIB] and ask for advice.
