Vista won't index emails

I have to run Outlook 2003 with Admin privileges to get a particular email
encryption program to work. As a result Vista no longer indexes emails. I
have read that Microsoft acknowledge this problem with Outlook 2007.

Can anyone confirm if the same issue should happen with Outlook 2003 when
it runs as an Admin?

Any ideas?
