Vista Windows Mail Outbox transmitting problem

Recently I have been experiencing a problem with transmitting e-mails when I
use Windows mail. The e-mails get "hung up" in the Outbox and, no matter what
I do to try and transmit the e-mails I can't.
I downloaded the WMUtil from OEHelp.com, disabled my e-mail virus protection
and closed all Windows application. I clicked on the WMUtil icon and, the
application window appeared but, all the "Database Utilties" were grayed out
not permitting me to attempt to repair my Windows database.

I ended the task and tried different attempts, all to no avail.

If no one has a solution to this problem, what can i do to transmit my
messages using the same services provided by my IPS, i.e., the same e-mail
address, etc.

Need a solution

When you do the 'end task', first click on "Show processes from all users."

Note: If your antivirus is McAfee or Norton, it is not sufficient to disable it.
Those will need to be uninstalled completely.

When you claim to have ended the task did you end it in both
applications AND processes?
