Vista Windows Explorer Address Bar Refreshes randomly

When typing in the address bar in windows explorer the screen seems to
refresh randomly and clears out anything I have typed in there making it
impossible to use. Also when I select shut down from the Start menu it flicks
off the screen very quickly not allowing me to select anything. Is anyone
having the same issue? I have uninstalled my graphics driver and re-installed
the windows one but it has not resolved the issue.

For the address bar issue, you need to post this to the Internet Explorer
newsgroup.

As far as the shutdown button is concerned, this is what it is designed to
do?
