Vista w/ Office Ultimate 2007 but still running Outlook 2003

I have a problem getting my Outlook 2003 Junk email filter to work. Here is
my setup and sequence of software installation:
Fresh Install of Windows Vista
Install Visio 2000
Apply patches and updates to OS and Visio
Install Outlook 2003 (b/c Outlook 2007 isn't supported w/ Exchange 5.5)
Apply all patches and updates to OS and Outlook 2003
Install Office 2007 Ultimate without installing Outlook 2007
Apply patches and updates again
Configure Outlook 2003 w/ my Exchange server 5.5 just fine.
I turn on the junk email filter and get zero email that actually goes into
my Junk Email Folder. I have the settings for junk email set to HIGH. I
have also downloaded and installed the latest junk email filter file from
Microsoft.

Any and all suggestions are welcome.

Are you using cached mode? Junk mail needs cached mode.
