Vista Ultimate SP1 - screen saver and 'turn off display' don't work

I am running Windows Vista Ultimate OEM 32-bit SP1 on a Hewlett Packard
M1090N computer, with 3.6MHz CPU and 3GB system memory. My display adapter
is a VisionTek Radeon X1600 XT XGE. I have never been able to use a screen
saver, or to set my system to turn off the display after a specified period
time. When I am away from my computer, I must flip the power switches on my
two ViewSonic displays to the off position. While I have learned to live
with this situation, I would much prefer to be able to set my display to go
off after twenty minutes. However, when I try that setting, my display will
not come back on - I have to reboot. [I have no serious issues or complaints
other than this one - my computer is stable and runs well.]

I have all the latest drivers for my video hardware. I just installed SP1
yesterday, and was hoping that it would solve my problem, but when I tried
to use a screen saver, and set my display to turn off, I once again had to
reboot. Can anyone tell me what I need to do to remedy this issue? Is there
a solution to this problem? Many thanks.

With Vista, you never HAVE been able to have the screen turn off if you have
any screensaver on. It isn't new. It has always been this way and SP1 didn't
address this issue at all.
