Yes if what you say is true, he's missing the "Tablet PC Input Panel".
Why? I don't know given the skimpy details you've given here. But that
panel is full frontal after a Vista install on a Tablet machine.

A quick call to the manufacturer's support number will establish what if
anything is missing. Failing that, take it back to the shop and replace
it with one that works.

Thanks for the reply. He has the "Tablet PC Input Panel". thats what I mean
he cant enter text other than using the above. I happily write in my hand
writing on docs his wont write in his handwriting is this a vista thing? or
is there a radio button somewhere allowing handwritten text straight ontop of
docs
Thanks

No that's the thing in Vista. It should have 3 icons in the left hand
top corner of the panel for handwriting, character input and keyboard.
There is, under Control Panel, a Tablet PC Settings item. Within that,
on the "Other" tab there is "Tablet PC Input Panel options", but there's
nowhere that I've seen that could turn the writing mode off.
