vista sreen flicker when on net

I have the sreen constantly flickering when im on the net it seems to be
worse when a page is loading i have changed all my refresh rates but it hasnt
help
 
Flicker is usually caused by your Monitor setting or by problems with the
monitor not the software. Does your monitor come with a driver CD or not?
