Vista reinstalled then "configuring upgrades" and stays there for

I have just reinstalled Vista. Now I get a « configuring updates » after the
first screen when Vista boots and there it stays. I read somewhere that this
will happen if two languages are installed and it may take a hour or so to
update. Several days on I am beginning to question what is happening. Can
anyone out there help?

it happens wait until it finishes. If it is interrupted it will start over
again. Trouble is that the computer shuts itself down after a certain time so
that the operation is never finished. How can I stop the computer shutting
down if I cant get in to the place to change the shutdown options?
