Vista home premium bug?

I am new to Vista, and have recently purchased a new pc with vista home
premium. I seem to be having intermitent problems. Say for instance I want
to close a program, I cannot click directly on the Close button on the top
right of the screen. I have to place my cursor above and left of the button,
until it changes colour then click to close. Even scrolling down a page is
giving me grief.. once again i have to place my cursor to the left of the
scroll bar to scroll down. It seems to be ok, for a couple of minutes after
starting up my machine, but the longer im on it, the worse it gets.. should i
reinstall vista? If i reinstall will i loose all my files currently saved on
my machine.. Please help me, I feel like I am losing it.

Hi Carey, thanks for this, but after hours of trying to fix it.. it looks
like i have done it... to do with the mouse pointer scheme...
