Vista Desktop goes crazy!

I have only seen this on one of the 3 Vista desktops I support.
Randomly, for no apparent reason, the whole desktop goes crazy on a Dell
Vostro 1700 laptop. the taskbar jumps to the top, programs go transparent
and you can't click on the start menu. It just appears transparent and some
of the items you expect there appear, but you can't click on them.
I have uninstalled Symantec Endpoint Protection v11.0.1000.1275 and dropped
it to Symantec Corp. Edition 10.2. in case that is the offending software.
Just did that yesterday and the problem might take a couple of days to
manifest.
Has anyone else seen this?

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for malware don't identify the malware as such and try to convince
you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

Thank you for your response (instead of those useless, "unbiased" opinions)
I am certain it isn't malware.
At first, I suspected a video problem, but I tried the latest correct video
driver, directly from the DELL support site and it still goes crazy.

I will get back on the horn with Dell to see what they can do for me.
