Access 2003 will run under Vista. However, as is always the case when
developing an application under a different setup than the clients will be
using, you always run the risk of problems with the References collection.
Developing on the oldest platform is usually the best approach, though.
I'd recommend testing on the ultimate platform before wide-scale
distribution.
