Hi
You've got to have an internet connection in order to get your PC clock
accurate.Download the free D4 clock and your troubles are over
http://www.thinkman.com/dimension4/download.htm
It works fine in vista business.Set the clock on that server address:

time.windows.com
Location: USA, WA, Redmond
Protocol: HTTP
Notes: n/a

The clock that came with my Vista Business is accurate to the second. Make
sure all settings are dead on and you're connected to "time.windows.com", and
you don't have to download anything. Thanks, Wayne

And in the land of OZ use

ntp.adelaide.edu.au

and you will still be on-time ! Also without downloading anything.

the clock only calls that server once a week.
If you have an old battery, you need to call more often.

use :
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\TimeProviders\NtpClient
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Services\W32Time\TimeProviders\NtpClient
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet003\Services\W32Time\TimeProviders\NtpClient

these 3 registry keys. and change them to 3600 decimal. once an hour. Oh yeah you'll have to use another time server. the windows one won't let you call in every hour.
I use time-nw.nist.gov.
Meanwhile you might consider a new battery.
