Vista Basic & Pen Tablet handwriting recognition?

I have Photoshop CS3 Extented, and want to get a pen tablet but on certian
tablets "wacom" the handwriting recognition feature does not work with vista
basic ..Is there some sort of work around I could do to get this feature to
work.. I really dont want to have to Upgrade to Premium just for this....
otherwise my Pc works great

Very simple workaround - buy the version of Vista that supports the features
you require.

As you can clearly see the Editions of Vista that support tablet
functionality including hand writing recognition do not include Basic
Edition.
Buy an upgrade to a version that supports your required feature.
