Handwriting recognition on a desktop

I work with persons with disabilities and want to use handwriting recognition
on a trackpad with Windows XP Pro SP2 v.5.1 on a desktop. I am able to
install handwriting on the language bar and use the drawing pad. However,
even with Writing Pad or Writing Anywhere checked those applications do not
load. Is there a way to use handwriting with WinXP Pro, rather than WinXP
Tablet PC?
