Handwriting Recognition

I have Office 2003 installed on desk top and Laptop
On both of them I have handwriting recognition installed on both
on laptop I can use handwriting
on desktop I have tried to use mouse to write with same as laptop but on
language bar when I click on writingpad or write anywhere or drawing pad the
tool bar does not open.
Where is it
I have uninstalled and reinstalled but to no good.
With out the tool bar not opening I can't select tools to write with.
any help ?
