Vision Impaired user

I have a vision impaired user for whom I would like to
have system settings such as a high DPI on display
settings follow.

Can this be done with a roaming profile or a policy??

I would like for this user to sit down at any XP machine
and have these settings.

I can change it for a machine, but that change is for
every user that uses that machine.

I am in a school computer lab environment.

Any help or suggestions would be appreciated.
