Virus??

Mates brought me his comp to repair.On boot up i get the message:
`Some symantec product settings have been changed by an unauthorised
program`
When I click ok I get
`Unable to restore security settingsto correct the problem`
Then when I try to open any application I get
`Windows explorer has encountered a problem and needs to close`
Does anyone know how to get round this as I cannot open anything to even
start to remove virus etc

Start the PC in safe mode and uninstall/reinstall the
virus scanner
