IE, Outlook Exp, Help and Support & System Restore no longer work

Hi,

Yesterday, Internet Explorer randomly failed with a message-

"Internet Explorer has encountered a problem and needs to close. Sorry for
the inconvenience."

Today, I get the same message every time I try to open a browser window,
Outlook Express AND the Help and Support folder. All other programs appear
to be working normally. If I push the error message to the side I can use
the open Help and Support folder for a few minutes. I've tried System
Restore and although it goes through the process, when the comp reboots I
get a message saying-

"You computer cannot be restored to: (date)
No changes have been made to your computer."

I've tried about a dozen different restore points.

I've scanned for viruses with Norton and also trendmicro.coms online scan,
both were clean.

Any advice will be greatly appreciated.

To repair all system files, go to Start/Run, and type: SFC /SCANNOW
 
I gave it a try but still no change. I have lost some software discs so I
don't want to run the recovery disc and lose software.
 
You need some kind of external save point, like a tape drive, or perhaps a network location. The XP utility known as the FAST wizard
will do 'settings only' saves of the admin, and others, and your ID can also save data, then do the Restore provided by your
Preinstalled environment.
