Sometimes when I close a window a bunch of windows start popping up. Nothing
loads on them and the only way I can make it stop is to shut down my
computer. I have Norton Anti-Virus with all the current updates and it says I
don't have a virus but I suppose it is still possible that I do. I am using
IE 6, does this have something to do with it? It does it most often when I
have dc'ed from the internet and forgot and open a page and then try to close
the page without connecting.

You don't have a virus you have malware
First off download the LSP fix and save it somewhere.
next download, install and update both Adaware and spybot then scan your
system with both, remove all that they find.

YES-You need more than 1 malware program, the one's below are all free
and work well.
