The size of the paging file is strongly affected by the amount
of free disk space.

Hello
You cannot change the size manually of the paging file although you can
specify minimum and maximum size.

Windows will resize the paging file as required, however with 1 GB RAM,
there is hardly any need of paging file explaining the reason of it staying
at 20 MB.

Sounds like you have removed the SYSTEM from the rights to the C drive

Open Explorer
Right Click the C drive
Choose Properties
Choose Security
Add SYSTEM and give it full rights
Apply it , then set the Paging file to what you require, then Reboot

Take care and be careful what rights you assign in the future

Actually, what I've done to keep it from getting fragmented is setting the
min and max size to 256mb.

This sounds logical. 1GB is alot of ram, and windows won't use the paging
file very much.

Then why do you want windows to change the size, if the system is running
normal with optimum performance, then it is normal for it to remain at 20
MB.

Absolutely wrong. He has the min and max size set to 256 MB -
so the normal behaviour is a 256 MB page file.
