Usually this is because you've either got too many programs running, or one
of the programs is misbehaving and sucking up all your memory.

So, the first step is to terminate the programs one by one until the problem
goes away.

You can adjust virtual memory settings in the System applet in Control
Panel, by clicking on the Advanced tab, selecting the Performance Settings
button, the Advanced tab, then the Change button under Virtual Memory. If
you're not familiar with this option, I'd suggest letting Windows manage your
virtual memory (the default).
