Every time I boot up Windows XP Home, I get a paging file
error. It is set to zero and what every I do to change it
(via Contol Panel) it still boots up with zero allocation.
Any suggestions?

Using an Intel chipset? It is possible that the Intel Application
Accelerator was not uninstalled prior to reinstalling Windows...

Look under Control Panel|ADD/REMOVE programs. If it is listed, remove it.
The PC may then perform better, but it is wise to reinstall the I.A.A.
from Intel. Read the info here...

http://www.intel.com/support/chipsets/iaa/
http://www.intel.com/support/chipsets/iaa/tti001.htm

Then if appropriate, install the latest accelerator.

See Problems area at www.aumha.org/win5/a/xpvm.htm for some
suggestions.. Since that was written I have also heard it said that
there is a fault in Norton 2004 that has this effect at startup, so if
you have that, try uninstalling it
