view temp internet files

Guys,

Is there anyway to view temp internet files easily. I am trying to find out
who is access a certain site across a network. I know someone is doing it
and I want to pin it down to times and computer name. We will change our
policy in the future but for now I really need an easy way to sift through
temp internet files.
