View all messages by conversation

I'd like to view all messages by conversation not just the inbox. Viewing
by conversation is not
very useful if you can't see the whole conversation.

Is there any way to display all messages in a single folder without having
to copy the original?

View>Arrange By>Conversation seems to work for me in every mail folder I
have.

All of my folders show all of the messages they contain. Is that not what
you mean?

But you can only see one side of the conversation at a time which is
useless. You should be able to include messages from the inbox and sent
items folder in the same view.

That's what search folders are for, as well as the "In folders other than
Inbox, save replies with original message" check box under
Tools>Options>E-mail Options>Advanced E-mail Options.

This doesn't work correctly. It is only grouping by the title of the
message not by the message id.
I have many messages with the same or similar titles and they are all
getting put in the same thread.

From other sources and looking at the headers from outlook clients it looks
like Outlook doesn't support the In-Reply-To header line but only uses a
Thread-Topic item to identify the thread so it would be impossible to
correctly build the tread tree.

That's what "by conversation" means: same titles. I don't think Outlook
doesn't use the Message-ID (which is an SMTP construct).
