Video Device is already in us

I am attempting to use a DELL tv tuner as a capture device for windows movie
maker on Windows XP Media Edition.

When I attempt to capture video via windows movie maker, I get a message
that the video device (TV Tuner) is currently in use and to please close and
application that is using the device.

What can I do to free this device up?

You use the program that came with the Dell TV Tuner and not Windows Movie
Maker.

I really would like to use the video capture capability in Movie Maker, the
Dell s/w is really nonexistant.

The problem is MM is designed to capture using firewire, so you're going to
have to use Dell's. After capture, depending on what the file type is, you
can import to MM and edit.
If it's a non-compatible file then you'll also have to go through a
conversion step.
