When installing a new video card I assume you have to disable the old
driver. My question is after installing the new card if you have no video
how do you install the new driver?

Just remove old card, replace with new one, boot, os will find new hardware,
have drivers ready then install.
 
Remove drivers for current card. Under Device Manager, set Adapter to
Windows Default VGA adapter. Reboot. Disregard the Found New Hardware.
Install drivers from new card. Reboot.

Open Device Manager
Select your old video card
Select Properties, then Driver
Select Uninstall driver
(if an ATI card, uninstall via Add/REmove Programs)
Shutdown
REmove old card
Insert New Card
Install new drivers.

Normally, a standard windows VGA driver is used by default until you
load/install the correct driver package for the video card.
