Can't get rid of "code 38" error with video card

I installed a 2nd video card so I can run dual-screen. XP installed a
default driver that makes the 2nd monitor s-l-o-w. I downloaded the device
driver from the manufacturer (Nvidia) and updated the driver. Now, Device
Manager reports that "Windows cannot load the device driver for this hardware
because a previous instance of the device driver is still in memory. (Code
38)" The recommended fix is to restart, which I've done many times, and
still the error persists. I've removed the video card and tried it in a
different slot, and I can't clear the error or use the new driver.

Any help would be appreciated! Thanks!

You dont need a second video card to run dual screen, you just need a video
card that supports multi monitor, of which there are many
