video card and secure sites

After installing a video card and TV tuner I can't get on
any secure sites. I have tried everything suggested on
the common internet sites but nothing works. Any
suggestions?
 
If you are using a software firewall, particularly the one included with
Norton's multi product (Virus Scan / Firewall / PC Toolkit) it may be
causing the problem.

It is not sufficient to just disable the firewall it has to be removed using
control panel Add/Remove.
