Is there anything that can make video and audio clips in the same powerpoint,
sound similar. All my audio clips are louder than the video ones. I tried
to download audacity but it isn't working. Is there anything else that can do
this?

I think someone mentioned in your last post you can't really do much to edit
sound levels in PPT and you must edit them before inserting. Audacity is an
excellent free editor. Maybe you should explain what you mean by "it isn't
working"

I think I figured it out. You go to effect and then normalize to set the
level, right? But audacity can't do video clips, is there a program that can
do video clips?

If you have xp you will have windows movie maker

Insert the vid and drag to timeline and clip > audio > volume
