very slow network

Our network is pretty well organised with a heavy Dell 4600 server running win2000sp4 server with services for macintosh installed (no active directory).
There are 100 workstations, all macs (except 2 win-machines...) running system 9 and 10 (10.2.x and 10.3.x).

The macs with system 9 has a splendid network performance. Browsing of networkfolders with many items is no problem.
Network browsing on the 10.2 and 10.3 machines on the other hand is terrible! Very, very slow, for seconds the "colored disk" icon. It looks is the mac has trouble to collect all the icons, it is a pitty that even the list view shows the icons. The are connected via afp (ip-address).

Tried many things wihout result, any help is welcome!

Hi jaap!

Unfortunately, you've stumbled across a glaring problem with Jaguar and
Panther. In its effort to remain responsive to user input, Mac OS X has lost
speed in network browsing to a great extent. Browsing a few thousand files
on a server over a 100mb/Full connection from a Dual G5 can literally take
minutes.

This is an architecture problem that Apple needs to work on. Your network
and server are most likely not the problem.

The best advice I can offer is to keep files and folders as minimal as
possible in each directory to avoid waiting for all icons to draw.
