VERY odd error - attached files in Outlook 2007 corrupt when forwarded

Greetings -

Very odd error. User receives attached files, .pdf or .jpg files,
forwards to outside user. User receives, but cannot open - files appear
corrupt. This is not the Google Desktop corruption issue, user does not
have GD installed. If user saves files, then attaches to new message,
goes through okay.

VERY weird. Anyone run into anything like this? I am somewhat baffled,
it makes no sense. I am checking with the mail software vendor to see if
there is any issue on that side.

Any insight appreciated.

As a wild guess, does your client receive these files using something
like Faxination?

Nope... various programs. Strangest thing I've come across of late.
Sending them to themselves works. Goofy.
