Vertical taskbar, unlocked but won't move to bottom

I've tried click & dragging it till my mouse cried uncle, the taskbar is just
staying there... I can resize it but that's all... it's stuck!

Hate to do a Sys Restore because it's been a while since I set a point, and
I'm not sure that would help anyway. Any ideas? Thanks.

Ooops, never mind, I've got it-- figures! For some reason I had to resize
it to the max 50% screen size, and then click/drag in the area by the "Start"
button. After bouncing off the top and both sides a few times, I finally got
it to sit down at the bottom again. Believe me, I've got it "locked" now...
