Vertical Scrolling

I have WinXP Home on a new HP Pavilion PC. When I click in the vertical
scroll bar in applications, the document scrolls much more than one page
(Screenful). It seems to scroll about two pages. The down arrow in the
scroll bar scrolls about 3-4 lines. Page down and up keys scroll one page
(Screenful).
Is this a new quirk of WinXP Home? I find it very annoying and it did not
happen when I was using WinXP Pro.
I have overcome the problem by allocating one click on the scroll wheel to
one page in the mouse setup but this is not an elegant solution.
Can I get it to scroll as it always has in the past?
Any help would be appreciated.

Or just uninstall Q824145 (which I wouldn't recommend).
