Vertical Scroll Bar Disappears Prematurely

On scan results page, the vertical scroll bar disappears
prematurely when all details of a Item have been expanded.

Pre-existing: scan results with at least five items
containing multiple details on each item

Steps to recreate:
1. on scan results page, expand details of all items
2. scroll to very bottom of list
3. close details beginning with the last item until the
scroll bar disappears

Result: Scroll bar disappears but the first items on the
scan results can no longer be seen. The user has no way
to change focus to access items not visible.
